Alicia Collins: Consultant Bio

Alicia Collins - Salmon Holdings, LLC. Alicia Collins joined Salmon Holdings in 2007. She was recently assigned to a two-campus hospital system as their Interim Construction Coordinator and Process Auditor. Her work includes the construction coordination of a $22M, – eight-unit renovation project. The project included the tracking of over $19M in NYS DOH HEAL 7 funds and involves the demolition and renovation of the main campus’ laboratory and morgue, pharmacy, ambulatory surgery and endoscopy unit, lobby, and several patient floors; as well as a Cancer Infusion Center at the secondary campus. Alicia provided budget development and tracking, decision support for the HEAL7 Executive Committee, and for contract negotiations and development. She worked with department heads to create equipment lists for each unit, and oversaw project administration to insure Grant compliance and full funding.

 

Alicia’s second initiative was to perform a full process audit of the hospital’s existing construction process. The process audit includes: investigation of documents, employee interviews, and regular attendance at monthly Executive Committee meetings, weekly project meetings and others, which resulted in a series of bi-weekly findings reports and the development and implementation of many corrective measures.

 

Alicia managed the documentation of all Capital project-related policies and procedures and implemented a system of document retention in binder and electronic format as well as developed a centralized shared drive for document retention and use as a reference library and management tool.

 

Previously Alicia was assigned to provide decision support for Sr. VP and others responsible for implementing strategic and business plans relating to the corporate real estate division of a large medical complex in the Manhattan. In addition to the daily finance-related functions, she assists with forensic accounting, office systems’ analysis and redevelopment, and procedures review, documentation, and implementation. She also coordinated the development of the 2008 operational and capital budgets in excess of $15M for the corporate real estate division and Staten Island holdings; and developed performance tracking and reporting tools.

 

Alicia has 35 years experience in business management, start-up, and work-out consulting, construction accounting, internal auditing, project and property management.

• As a member of the development team, she was responsible for the development and management of the general accounting systems for all new service lines in a two-hospital health care system, including the parent corporation, foundation, the real estate holding company, and for-profit division. She served as project accountant for the development and construction of a $1.2M Health Spa project.

• Responsible for financial oversight of a general contracting company with annual sales of $10 million, including related property development and management companies.
• Assistant Project Manager and Project Accountant for award winning Hutton Nursing Home Redevelopment Project – Best Adaptive Reuse Project in Ulster County for 2007, a $7M project to convert a nursing home into medical office space condominiums.

• Corrective measures of note include the Capital Appropriations Request Excel-based tool (CAR) which standardizes and mandates a comprehensive budgeting process prior to Management approval and cost commitment – allowing for more meaningful budgets and improved strategic planning; a new internal cost coding mechanism patterned after the New York State Department of Health Certificate of Need numbering system; and the development, hiring, transition and training of the permanent Construction Coordinator position.
